Depends on how the disk was formatted. A full wipe will overwrite the drive with random data (probably zeroes) in multiple passes, and make it near impossible to do.
A typical (quick) NTFS/XFS/EXT2FS format will just replace the filesystem journal, which is basically an index of everything on the drive. You can recover files using hex editors, but this is a fairly advanced process. Professional services can probably recover it for a fee, but you have to ask yourself if the data is worth being recovered.
